Competitor mode is a special skill setting that can be enabled in ultimate level.
It is "off" because it artificially enhances skills from defenders and make the game more unnatural, as defenders are not known for incredible dribbles.
Skilled AI players can still perform dribbles, but it doesn't look like a show off competition when they do and feels more like a professional match.
